As used in this chapter:
(a) "Animal" means dogs, cats, horses, cows, poultry, fowl and any other type of nonhuman being whether domesticated or wild.
(b) "Owner" means any person, group of persons or corporation owning, keeping or harboring a dog or dogs or other animal.
(c) "At large" means a dog or dogs or other animal off the owner's property and not under the control of a competent person.
(d) "Restraint" means the control of a dog or dogs by a leash, at "heel" beside a competent person and obedient to that person's command, on or within a vehicle being driven or parked on streets, or when such dog or dogs are within the property limits of its owner or keeper.
(e) "Animal shelter" means any premises designated by action of the City for the purposes of impounding and caring for all animals found running at large.
(f) "Warden" means the person or persons employed by the City as the enforcement officer for the purposes of this chapter.
(g) "Exposed to rabies" means bitten by or in contact directly or indirectly with any animal known to have been infected with rabies.
