(a) No person shall operate or maintain an abortion service without a license issued by the Cuyahoga County Board of Health acting for the City. The Board may revoke such license if it finds after a hearing that the abortion service has failed to comply with this chapter and such failure of compliance has materially affected or shall materially affect the health of a patient.
(b) The annual fee for the license to operate an abortion service in the City shall be five hundred dollars ($500.00).
