An abortion service prior to the issuance of a license to it shall furnish a liability policy or copy thereof to the City, with minimum limits of one/three million dollars ($1,000,000/$3,000,000) protecting patients of such abortion service against any and all acts of misfeasance or malfeasance by such abortion service or its employees.
