For the safety of the operator of a motorcycle or motorized bicycle and all other persons who operate on the highways and streets of the City, no person shall operate a motorcycle or motorized bicycle more than two abreast of any other moving vehicle in the same line of traffic upon any public street. No operator of a motorcycle or motorized bicycle shall pass on the right of any other moving vehicle on the streets and highways of the City.
