All persons engaged in the business of buying secondhand bicycles or tricycles shall make a report daily to the Chief of Police of the name and address of the person from whom each secondhand bicycle or tricycle is purchased, together with the frame number and the license plate, if any, found thereon. Every person who sells or transfers ownership of any bicycle or tricycle licensed hereunder shall report such sale or transfer within seven days to the Chief of Police.
