351.17 SNOW EMERGENCY PARKING.
   (a)   The Director of Public Service is hereby authorized to designate any or all streets within the City on which parking shall be prohibited during snow emergencies.
   (b)   A snow emergency shall go into effect when there exists two inches or more of accumulated snow as determined by the United States Weather Bureau. Such snow emergency shall be in effect until expressly lifted by the Mayor or, in his absence, the Service Director or the Director of Public Safety.
   (c)   The Service Director is hereby directed to post signs on the major thoroughfares leading into the City notifying the public that parking is prohibited on the streets of the City while a snow emergency is in effect.
   (d)   The Mayor or, in his absence, the Service Director or the Safety Director is authorized to announce to radio stations within the Cleveland Area that a snow emergency is in effect and therefore parking on all streets is forbidden in order to facilitate the clearing of streets.
   (e)   No person shall park any vehicle on any street in the City during the time a snow emergency is in effect.

   (f)   Police officers are authorized to provide for towing and removal of a motor vehicle violating this section.
