(a) The Mayor is authorized to discretionarily approve expenditures of public funds for certain nonsalary fringe benefits for City employees.
(b) Such authorization shall include such fringe benefits and/or time off without loss of pay as the Mayor in his discretion shall deem appropriate, including the following:
(1) A full day or any part thereof in the event of an extreme emergency.
(2) May make provisions for:
A. Beverages, i.e., coffee, tea, milk, soft drinks, condiments, for daily use.
B. Annual Christmas party.
