152.032 COMMISSIONER OF ADMINISTRATIVE SERVICES.
   (a)   Establishment. There is hereby established the position of Commissioner of Administrative Services.
   (b)   Appointment and Duties. The Commissioner of Administrative Services shall be appointed by and serve at the pleasure of the Mayor. It shall be the Commissioner's primary responsibility to coordinate and organize all human resource operations, wage and benefits operations for all City departments and personnel. The Commissioner shall engage in those activities designed to influence personnel policies, procedures, programs and objectives. In particular, to engage in promoting the overall effectiveness of management and labor. The Commissioner will develop, maintain, and review all personnel policies and procedures, rules, regulations and records. Furthermore, the Commissioner shall promote activities, programs and services which are of importance to the well being of all employees.
   (c)   Compensation. Compensation for the position of Commissioner of Administrative Services shall be fixed by Council.
