(a) The Department of Administrative Services shall have custody of all personnel records of and for the City. The Director shall be responsible for their care and maintenance as required by law. The Director shall direct the operation of the Department to provide for the planning, supervision, maintenance and retention of all such records, policies, procedures, programs and related items. Additionally, the Director shall be responsible for administering the following:
(1) Hiring procedures;
(2) Firing procedures;
(3) Disciplinary actions:
A. Suspensions;
B. Probations;
C. Grievances; and
D. Termination proceedings;
(4) Employee reviews;
(5) Analyzing individuals and jobs;
(6) Personnel planning;
(7) Internal staffing and development;
(8) Labor relations;
(9) EEO/AA compliance;
(10) External staffing;
(11) Compensation review;
(12) Training;
(13) Safety, health and hours;
(14) Recruitment;
(15) Worker's compensation; and
(16) Wage and benefit administration.
(b) The Commissioner of Administrative Services shall perform, at the direction of the Director, those functions and duties as assigned by the Director, including, but not limited to those enumerated herein.
