The Department of Administrative Services is organized with a Division of Personnel/Human Resources and a Division of Wages and Benefits. The Department, and its appropriate Divisions, shall engage in those activities designed to influence personnel policies, procedures, programs and objectives. In particular, to engage in promoting the overall effectiveness of management and labor. Specifically, the Department shall coordinate and organize all human resource operations, wage and benefits operations for all City departments and personnel. The Commissioner of the Department of Administrative Services will develop, maintain and review all personnel policies and procedures, rules, regulations and records. Furthermore, the Commissioner of Administrative Services shall promote activities, programs and services which are of importance to the well being of all employees.
