(a) Creation. There is hereby created the position of Administrative Engineer for the City.
(b) Appointment and Duties. The Administrative Engineer shall be head of the Division of Engineering and shall be appointed by the Mayor with the concurrence of the majority of Council, and serve at the pleasure of the Mayor. In general, the Administrative Engineer shall be responsible for performing engineering services and overseeing public works. Specifically, the Administrative Engineer shall be responsible for the following:
(1) He shall supervise general engineering matters; attend Council meetings; advise and consult with Council, the Mayor, the Service Director and the Planning Commission; and respond to phone calls and correspondence.
(2) He shall review plats and improvement plans of subdivisions within the City and submit written reports of his findings to the Planning Commission and Council.
(3) He shall supervise construction of subdivision improvements including sanitary sewers, storm sewers, water mains, culverts, pavements and grading. When the improvements are completed he shall submit a written report recommending acceptance of the maintenance of the dedicated streets to Council.
(4) He shall, when requested by the Law Director, prepare for and serve as an expert witness in matters where the City is a litigant.
(5) He shall review site plans, review retention basin design and plans, and inspect grade.
(6) He shall coordinate, review, and supervise work performed by consulting engineers employed by the City.
(7) He shall supervise and serve as the representative of the City in the execution of all public work undertaken by the City, and he shall supervise and direct all inspectors, appointed by the Service Director, in the inspection of construction of the public work. He shall certify the correctness of all estimates or bills for labor and materials furnished by contractors performing such public work.
(8) He shall make monthly reports of the progress of improvements under his charge.
(9) He shall prepare preliminary engineering reports, estimates of cost and studies of any engineering nature when requested by Council, the Mayor or the Service Director.
(10) He shall prepare applications for Federal grant funding of sewer and road projects.
(11) He shall meet with various officials such as representatives of the Ohio E.P.A. , United States E.P.A. , County Engineer, County Sanitary Engineer and O.W.D. A. pertaining to engineering matters affecting the City.
The Engineer shall devote a minimum of twenty hours per week to the aforesaid services, and shall have a State of Ohio Registration.
(c) Compensation. Commencing on the effective date of this section and thereafter until duly changed, the salary range for the Administrative Engineer shall be from twenty-four thousand dollars ($24,000) to thirty thousand dollars ($30,000) per year, to be set by the Mayor.
As required, the Administrative Engineer may supply the services of a survey crew, draftsmen and additional engineers, but such performance and payment for services rendered shall be only by express agreement between Council and the Engineer.
The Engineer shall not render any engineering services of any kind and description or be employed or otherwise retained to perform such services, whether supervisory or otherwise, for any person, firm or corporation, with respect to any construction, installation, building, improvement or work to be performed or done by any such person, firm or corporation within the confines of the City limits, which might require his official approval as City Engineer, unless approval for such employment is first obtained from Council.
