(a) There is hereby established within the Civil Service Commission a testing fee.

(b) The testing fee shall be in the amount of thirty-five dollars ($35.00) per application, non-refundable, and shall be payable at the time that an applicant returns such application to take a Civil Service test to the Civil Service Commission.

(c) The Chairman of the Civil Service Commission is required to submit on an annual basis an estimate of revenues and, in the event that the actual yearly revenues differ from the estimated amount, the Chairman shall notify Council of such fact upon his determination thereof.
(d) The Chairman of the Civil Service Commission shall be solely responsible for all fees collected and shall forward such fees to the Auditor who shall establish a special account to be used for the purpose of defraying the actual cost of administering Civil Service examinations, and for no other purpose.
