147.281 OUTDOOR RECREATIONAL LIGHTING.
   (a)   Hours. All outdoor recreational fields or grounds which are illuminated for nighttime use, whether publicly or privately owned or used, shall extinguish such illumination by 11:00 p.m., except as provided in subsection (b) hereof.

   (b)   Ballfields.
      (1)   Wedo Park.
         A.   Strodbeck and Marine Corps fields shall be restricted to youth baseball, youth softball, and marine softball activities.
         B.   No youth baseball or softball games, or marine softball activities shall be scheduled to begin after 10:00 p.m.
         C.   Wedo Park lighted ball diamonds shall extinguish their lights by 11:00 p.m. Sunday through Thursday and by 11:30 p.m. on Fridays and Saturdays.
      (2)   Plant Lane.
         A.   No baseball or softball games shall be scheduled to begin after 10:00 p.m.
         B.   Plant Lane lighted ball diamonds shall extinguish their lights by 11:00 p.m. Sunday through Thursday and by 11:30 p.m. on Fridays and Saturdays.
      (3)   Forbes and Hufsey Fields.
         A.   No baseball or softball games shall be scheduled to begin after 10:00 p.m.
         B.   Forbes and Hufsey Fields shall extinguish their lights by 11:00 p.m. Sunday through Thursday and by 11:30 p.m. on Fridays and Saturdays.
      (4)   Kennedy Field.
         A.   No baseball or softball games shall be scheduled to begin after 10:00 p.m. Sunday through Thursday. No baseball or softball games shall be scheduled to begin after 11:00 p.m. on Fridays and Saturdays.
         B.   The Mayor or his designee may, in extenuating circumstances grant exceptions.

   (c)   Penalty. Whenever any owner, lessee or person in charge of the recreational field or grounds fails to extinguish nighttime lighting in accordance with the above provisions, they shall be guilty of a minor misdemeanor and subject to a maximum fine of one hundred dollars ($100.00). Each day in violation shall constitute a separate offense.
