147.27 CONTROL OF CONCESSION STANDS.
   (a)   The Director of Recreation is hereby designated as the sole authority for the supervision of all concession stands on City recreational property.
   (b)   The Director of Recreation shall set forth the terms and conditions for the operation of such concession stands. The designated operator shall be permitted to determine the use of such profits.
