(a) Establishment. There is hereby established within the Recreation Department the position of part-time parks and playground assistants. Such assistants shall be appointed by the Recreation Director and shall serve at the pleasure of the Mayor.

(b) Compensation. Compensation for the part-time parks and playground assistants shall be fixed by Council.
(c) Duties. The duties of the part-time parks and playground assistants shall be as prescribed by the Parks and Playgrounds Superintendent.
