147.12 POOL LIFEGUARDS.
   (a)   Establishment. Effective October 1, 1973, there is hereby established within the Recreation Department the position of Pool Lifeguards. Such Pool Lifeguards shall be appointed by the Director of Recreation and shall serve at the pleasure of the Mayor.

   (b)   Compensation. Compensation for Pool Lifeguards shall be fixed by Council.
   (c)   Duties. The duties of a Pool Lifeguard shall be subject to the supervision and assignment of the Pool Manager, and in his absence, to the supervision and assignment of the Director of Recreation.
   (d)   Minimum Requirements for Pool Lifeguards.
      (1)   General qualifications. Lifeguard candidates, to qualify for appointment hereunder, shall satisfy the following criteria:
         A.   Be capable swimmers;
         B.   Be certified validly and currently by one of the following entities as having completed the specified training successfully:
            1.   "American Red Cross" - "Lifeguard Training" or"Advanced Lifesaving" (until January 1, 1993);
            2.   "YMCA" - "National YMCA Lifeguard";
            3.   "Boy Scouts of America" - "BSA, Lifeguard" (within the previous three years) or "Aquatic Instructor, BSA" (within the previous three years);
            4.   "Ellis and Associates" - "National Pool and Waterpark Lifeguard Training"; or
            5.   Any other person, agency or organization whose training the licensor determines is comparable to the training specified in subsections B.1. through 4. hereof;
         C.   Possess current valid certification in cardiopulmonary resuscitation of the specified type from one of the following entities:
            1.   "American Red Cross" - "Community CPR", "Adult CPR", or "Basic Life Support Professional Rescuer" or successor courses offered by the "American Red Cross";
            2.   "American Heart Association" - "Cardiopulmonary Resuscitation - Course A, B, or C"; or
            3.   Any other person, agency or organization whose training the licensor determines is comparable to the training specified in subsections C.1. and 2. hereof;
         D.   Possess current valid certification from one of the following entities as having completed one of the specified courses successfully:
            1.   "American Red Cross" - "Standard First Aid" or "Advanced First Aid";
            2.   Ohio department of education - "Emergency Medical Technician - Basic"; or
            3.   Any other person, agency or organization whose training the licensor determines is comparable to the training specified in subsections D.1. and 2. hereof;
         E.   Be prepared to enter the water at any time while on duty;
         F.   Be responsible only for the safety of bathers and individuals on the deck area adjoining the pool or spa while on duty; and
         G.   Be similarly attired and readily identifiable by bathers and other lifeguards.
         H.   Be able to pass the required timed tests given.
         I.   Achieve a passing grade on the required pre-employment testing procedure.
         J.   Supply references attesting to maturity, judgment, reliability and character from a reliable source.
         K.   Work as scheduled and or needed.
      (2)   Age. Male or female, minimum of sixteen years of age or older, with some previous experience, volunteered or paid.
      (3)   Physical requirements.
         A.   Normal hearing.
         B.   Good vision, not less than 20/40 uncorrected. The potential guard should be able to see facial expressions of persons at the furthest extremes of the swimming area, without glasses. Lifeguards shall not wear contact lenses while on duty.
         C.   Normal heart, lungs and reflexes.
         D.   No disabling deformities or physical conditions.
         E.   Physician's report that the applicant is physically and mentally fit to be a lifeguard.
