(a) Commencing January 1, 1979, employees of the Service Department shall be provided a clothing allowance of two hundred fifty dollars ($250.00) through purchase orders.
(b) Commencing January 1, 1980 and thereafter until duly changed, employees of the Service Department shall be provided an annual clothing allowance of two hundred dollars ($200.00) through purchase orders.
(c) The City reserves the right to designate the type of uniforms, outer wear or foot wear that employees may purchase, as well as the source of such purchase.
