(a) Creation and Appointment. Commencing January 1, 1977 there is hereby created the position of Welder in the Service Department, who shall serve under the direction of the Director of Public Service.

(b) Qualifications. No employee shall be eligible for the welders classification unless he has met all requirements set by the Civil Service Commission.

(c) Compensation. Compensation for welders shall be fixed by Council.
