(a) Appointment and Term. There are hereby created the positions of part-time summer employees within the Department of Public Service who shall be appointed by the Mayor and shall serve at the will of the Mayor under the direction of the Director of Public Service.
(b) Compensation. Compensation for part-time summer employees shall be fixed by Council.
(c) Duties. Part-time summer help shall perform such duties as the Director shall assign and prescribe for the position.

(d) Program Duration. The part-time summer help program shall be in effect for a twelve week period each summer, such period to be determined by the Mayor.
