(a) Establishment. There is hereby established the following part-time positions within the Department of Public Service of the City:
(1) Part-time mechanics;
(2) Part-time auto body men;
(3) Part-time spray painters;
(4) Part-time automotive and mechanic's helper.
(b) Duties. From time to time as necessary to maintain the automotive and construction equipment owned by the City, the Director of Public Service is hereby authorized to hire part-time personnel to fulfill the positions established in subsection (a) hereof.
The Director shall assign to such persons duties as are commensurate with their training and skills, and shall serve at the pleasure of the Director.

(c) Compensation. Compensation for part-time mechanics, auto body men and spray painters and for part-time automotive and mechanic's helpers shall be fixed by Council.
(d) Clothing Allowance.
(1) Commencing January 1, 1981, part-time mechanics shall be provided a clothing allowance of two hundred fifty dollars ($250.00) through purchase orders.
(2) Commencing January 1, 1982, and thereafter until duly changed, part-time mechanics shall be provided an annual clothing allowance of two hundred dollars ($200.00) through purchase orders.
(3) The City reserves the right to designate the type of uniforms that employees may purchase, as well as the source of such purchase.
