Commencing January 1, 1991, and thereafter, the Police Chief, Police Captain and Police Lieutenants shall each be entitled to receive a clothing allowance totaling six hundred dollars ($600.00) annually, to be paid as follows:
(a) Three hundred fifty dollars ($350.00) to be paid directly to each of the aforesaid employees for uniform maintenance on July 1 of each calendar year;
(b) Up to two hundred fifty dollars ($250.00) of uniform purchases annually, to be purchased through standard City purchase orders, and not through direct payment to the affected employees.
