(a) Subject to the approval of the State Auditor, there is hereby established a special fund of the City which shall be called the Energy Assistance Fund and which shall be separate and distinct from the City's General Revenue Fund.
(b) All service fees received by the City from Ford pursuant to the agreement between Ford and the City shall be deposited in such Energy Assistance Fund.
(c) The Mayor, on behalf of the City, is authorized and directed to administer such Energy Assistance Fund and to formulate the manner in which moneys in such Fund are distributed and to oversee the implementation of the distribution of the moneys in such Fund and to perform all other activities necessary or appropriate to carry into effect the purposes of this section, to the extent permitted by law.
(d) If any of the provisions of this section are held invalid for any reason, the remaining provisions shall remain in full force and effect to the extent they are not dependent on and inseparable from the invalid provision.
