(a) Establishment and Duties. Effective March 1, 1988, there is hereby created the position of Clerks in the Law Department who shall serve at the pleasure of the Mayor and Director of Law.
(b) Compensation. The Clerks shall be hired as part-time employees and shall not work in excess of thirty-five hours per week, or 1,820 hours per year. The compensation for the Clerks shall be as follows:
