(a) Three members of the Board of Control shall constitute a quorum.
(b) The Mayor, prior to the meeting, shall provide all of the members of the Board with a written agenda.
(c) The agenda shall provide reference to the pertinent ordinance or other authorization relating to the items on the agenda.
