(a) Whenever competitive bidding is required, no contract shall be awarded by the City except upon approval of the Board of Control.
(b) Any purchase order exceeding two thousand five hundred dollars ($2,500), and any contract that does not require public bidding, but does exceed two thousand five hundred dollars ($2,500), shall require approval by the Board.
(c) The Board shall maintain complete and accurate records of its proceedings.
