(a) Establishment. Council hereby establishes the position of Commissioner of Economic Development.
(b) Duties.
(1) Under the direction and general supervision of the Mayor, the Commissioner shall implement the policies, programs and strategies for the retention and expansion of existing business and industry, and for the attraction of new industry and improved housing.
(2) The Commissioner shall coordinate all municipal programs and procedures relating to economic development and community development.
(3) The Commissioner shall prepare grant proposals for private, State and Federal assistance programs in the area of economic development and housing.
(4) The Commissioner shall provide technical assistance to business, industry and neighborhood organizations regarding the availability of sites for development, financing for development, and municipal procedures and development and community development.

(c) Compensation. Compensation for the Commissioner of Economic Development shall be fixed by Council.

(d) Appointment. The Commissioner shall be appointed by the Mayor, and serve at the pleasure of the Mayor.
(e) Required Experience and Training. Ten years of business and/or government experience with thorough knowledge of State and Federal economic development programs and requirements; ability to prepare grant proposals for assistance programs in the area of economic development; thorough knowledge of government regulations or has received a Bachelors Degree in Business Administration or Public Administration from a College or University of recognized standing; or has received an Associate Degree with five years business experience and training; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
