Council may, upon request of the Mayor or the Law Director, authorize the employment of co-counsel with a special expertise or knowledge to assist the Law Director in performing his or her duties pursuant to the Charter. Special co-counsel shall serve until such time as the specific legal matter for which he or she was employed is complete or until his or her employment is terminated by Council or the Law Director, whichever is earlier. Special co-counsel shall not be employed except for a specific limited purpose and no open-ended representation shall be authorized.
