Standard practice shall be to prepare a single set of plans, specifications and blueprints in the awarding of a single contract for the plumbing, heating and electrical systems attendant to a public improvement. However, if Council determines that separate plans, specifications and blueprints are necessary, they shall be prepared and separate contracts for the plumbing, heating and electrical systems shall thereby be awarded.
