(a) Council is hereby authorized to employ, from time to time as it deems necessary, temporary stenographic and clerical help to assist Council in carrying out the essential work of the Council office.

(b) Compensation for temporary clerical help shall be fixed by Council for the hours actually worked, and shall not exceed thirty-nine hours per week. Hourly rate shall not exceed ten dollars ($10.00) per hour.
