(a) A personal appearance before a regularly scheduled Council caucus by a candidate for the position of consultant, lobbyist, engineer or attorney shall be a prerequisite to the hiring of such consultant, lobbyist, engineer or attorney.
(1) This requirement shall be satisfied prior to entering into a contract of employment with the prospective consultant, lobbyist, engineer or attorney.
(b) The President of Council shall be required to schedule the required personal appearance of the prospective consultant, lobbyist, engineer or attorney at the next regularly scheduled Council caucus after the Mayor has submitted to Council the name of a prospective consultant, lobbyist, engineer or attorney.
