103.03 CITY VEHICLE REQUIREMENTS.
   (a)   All City vehicles, with the exception of unmarked police cruisers, shall:
      (1)   Bear the City Seal.
      (2)   Carry the name and telephone number of the appropriate City Department.
      (3)   Be numbered.
