SECTION 16.01 METHODS AND PROCEDURE.
   Council may, by the affirmative vote of not less than two-thirds (2/3) of its members, submit to the electors at the next regular general election any proposed amendment or amendments to this Charter; or upon filing at any time up to December 31, 1967, of a petition signed by electors of the City numbering not less than twenty (20) percent of the total vote cast in the City at the last preceding general election, or after December 31, 1967, upon the filing of a petition signed by electors of the City numbering not less than ten (10) percent of the total vote cast in the City at the last preceding general election, setting forth any proposed amendment or amendments to this Charter, the Council shall forthwith submit such proposed amendment or amendments to the electors in accordance, in each instance, with the provisions of the Constitution and general laws of the State of Ohio now or hereafter in effect.
   The aforesaid petition shall be filed with the Clerk of the Council who shall present it to the Council at its next regular meeting.
