The head of each office or department shall be a director. The head of each office, department and division shall, unless otherwise provided for in this Charter, be appointed by the Mayor, with the concurrence of a majority of the members of the Council, and, unless otherwise provided for in this Charter, shall serve at the pleasure of the Mayor.
