An approved erosion and sedimentation plan may be amended by the Administrator if onsite inspection indicates that the approved control measures are not effective in controlling erosion and sedimentation or because of changed circumstances the approved plan cannot be carried out, provided these amendments are agreed to by persons responsible for carrying out the plan.
