§ 151.16 PROCEDURES FOR PLAN SUBMISSION AND REVIEW; INSPECTION AND ENFORCEMENT.
   (A)   The plan shall be submitted to the Administrator prior to the commencement of any land- disturbing activity. The Administrator shall forthwith undertake a review of the plan which may include: review and verification of the information contained in the plan, verification of all proposals contained in the plan, onsite inspection of the proposed activity area, an onsite inspection of the project during development, and other matters as the Administrator in his or her discretion deems necessary to ensure compliance with the purposes of this chapter. The Administrator shall develop regulations for the enforcement of plan submission and review, which regulations shall be subject to approval by the Council.
   (B)   The Guidelines for Erosion and Sediment Control Planning, the Guidelines for Erosion and Sediment Control Plans and the conservation standards shall be used by the applicant making a submittal under the provisions of this chapter, in preparing his or her erosion and sediment control plan. The Administrator, in considering the adequacy of the submitted plan, shall be guided by the same guidelines and standards.
