Every house or building used as a human habitation which abuts on a street or an alley in which there are public water lines, or is within 200 feet of a public water line, will be connected with water by the owner of the premises in the most direct manner prescribed by the Director of Public Works, and with a separate connection for each house or building and with a separate connection for each tenant or family.
