(A) Every house used as a human habitation, every warehouse, every public building, every recreation or tourist camp, transient lodging house, or other place where human beings congregate, or are employed in the town, will be provided by the owner with a water system for human consumption.
(B) A water system will be built, maintained, repaired and replaced in accordance with specifications approved by the County Health Department. A water system will mean water source, distribution and transmission lines, facilities, and equipment in or by means of which water is made available for human consumption.
