(A) All sidewalks are to be on rights- of-way owned by the town or on easements specific for the placement of sidewalks dedicated to the use of the public.
(B) The placement and replacement of sidewalks within the town will be determined by the Town Council based upon need, location, availability of funds and other factors deemed appropriate by the Town Council in the exercise of its discretion.
