The occupant of any property adjoining any sidewalk in the town (or the owner, if there is no occupant) shall keep the sidewalk free of debris and any foreign matter, including dirt, paper and waste, or other objects, including toys, wagons, and bicycles, which impede the use of the sidewalk by pedestrians or other users.
