(A) No person shall deface, damage or remove any part of a sidewalk in the town, during construction on the property or at any other time, unless authorized by the Town Council to do so.
(B) In addition to any other penalty for violation of this section, any person damaging a sidewalk in the town in violation of a town ordinance shall be responsible to the town for the damage, including the reasonable cost of repairs or replacement of the sidewalk.
