Whenever any person operates a bicycle in violation of any of the provisions of this chapter, then, in addition to the penalties provided in Section 303.99(a), the Court may order the removal and detention of the license plate from such person's bicycle for a period not to exceed thirty days, or may order the impounding of such person's bicycle for a period not to exceed thirty days, or both.
