373.21 DESTRUCTION OR MUTILATION OF FRAME NUMBERS OR LICENSE PLATES.

No person shall purposely or knowingly remove, destroy, mutilate or alter the frame number of any bicycle licensed hereunder, or any license plate, seal or license card issued hereunder.
