(a) No operator of a vehicle using the streets of the Municipality shall avoid and disregard any traffic control signal or sign in the Municipality by passing through private property adjacent to the place where the traffic control signal is in operation or the sign is located.

(b) No person shall operate a motor vehicle in, over, across or through any privately owned property used for vehicular travel without the express or implied permission of the owner of such property.
