No elected or appointed officeholder in the position of mayor or member of City Council shall appoint, vote to appoint or advocate for the appointment of the officeholder's spouse, parent, child, sibling, grandparent or grandchild, or a person married to any of the foregoing family members, to any Council office or to any board or commission position created by this charter.
