Section 7.2. Mandatory Referral to Electors.
   (a)    Whenever legislation changing any zoned parcel from one district to another, other than for a single-family residential use, is approved by the Planning Commission and Council, as provided by this charter, the Council upon its approval shall submit the question of whether the legislation should be adopted to the electorate at the next general or primary election that follows any deadline established by the county board of elections for the placement of local issues on the general or primary election ballot, or at a special election to be held within ninety days of Council's approval.
   (b)    In the event Council designates the election thereon be at the next general or primary election, any applicant may petition Council to call a special election for submission of the issue, but only after agreeing to assume all costs of the special election including advertising and further provided that the applicant posts satisfactory security with the director of finance in an amount estimated by the director to be the costs associated with the presentment of the issue to the electors.
   (c)   Notice of the election for any land use change shall be published in accordance with the laws of Ohio governing publication of notice of zoning referendums.
