ARTICLE 2.

POWERS
The City of Brooklyn shall have all powers of local self-government granted to municipalities by the Constitution and laws of Ohio, and such further powers as may be granted by the laws of Ohio; and all such powers shall be exercised in the manner prescribed by this charter or by ordinance or resolution of Council created hereby. Unless the context clearly requires otherwise, words and phrases used in this charter shall be interpreted in the same manner as provided in the Ohio Revised Code for the interpretation of state statutes. As used in this charter relating to matters of local self-government, "laws of Ohio" means law that may be altered, excepted from or disregarded under the authority of this charter. As used in this charter relating to matters of police, sanitary or other similar regulations, "laws of Ohio" means law that may not be altered, excepted from or disregarded under the authority of this charter.
