(a) Applicability. The public and institutional zoning districts within the Zoning Code include the Public Facilities (PF) District and the Parks and Open Space (PO) District.
(b) Purpose. The public and institutional zoning districts, and their regulations, are hereby established to promote the establishment and location of governmental, civic, educational, welfare, and recreational facilities which provide necessary services to the City; and to preserve and protect the City's natural resources and open space areas.
