(a) No local traffic regulation enacted by the Director of Public Safety, and provided for by this chapter, shall be effective unless it has been communicated to Council at least thirty days prior to its effective date.
(b) Notwithstanding the provisions of this chapter, Council may override any decision of the Director and may assume any of the powers delegated to the Director, by a resolution adopted by a vote of a majority of the members duly elected thereto. Upon the adoption of any such resolution, the same may be changed only by an amending or repealing resolution adopted by Council.
