(a) The entire corporate area of the City is hereby designated as a bird sanctuary. No person shall intentionally hunt, trap or molest in any manner any bird or wild fowl or rob the nest of any bird or wild fowl.
(b) Whoever violates section (a) is guilty of a misdemeanor of the fourth degree. If the offender has previously been convicted of violating this section, any subsequent violation is a misdemeanor of the third degree.
