The Mayor is hereby authorized to dispose of personal property of the City of Brooklyn of a value of five thousand dollars ($5,000.00) or less by informal bidding upon a finding by the Mayor that the property is no longer needed and should be sold. Should the Mayor find and determine that personal property of the City should be disposed of and has only negligible value, he or she is hereby authorized to cause the property to be abandoned or destroyed. The Finance Director shall keep records of property disposed of in accordance with this section.
